The Workshop

The Asian Development Bank (ADB) has estimated that US$1.7 trillion is required each year to finance Asia's rapidly growing infrastructure needs. On the supply side, there is more than ample private capital available globally, with the annual bond market being valued at over US$100 trillion. This mismatch in demand and supply is where Infrastructure Asia can support through early project scoping, best practice sharing, and deal brokering. Infrastructure Asia also leverages on Singapore's strengths as a leading financial hub, a vibrant asset management ecosystem, and a neutral venue for dispute resolution, to provide the best support for infrastructure financing and development in the region. This session is targeted to financial institutions, infrastructure companies, and other stakeholders keen in developing a world-class built environment in the booming vibrant cities of Asia.

    Seth Tan

    Executive Director of Infrastructure Asia

    eth is the Executive Director of Infrastructure Asia, which is a project facilitation office under the Singapore government. Set up by Enterprise Singapore and the Monetary Authority of Singapore, the office aims to harness the network and collective capabilities of public sector agencies and private sector firms, and partner stakeholders across the region to meet Asia’s infrastructure needs. Prior to his current role, he has helmed leadership roles at DBS Bank, BNP Paribas, Standard Bank, and Babcock & Brown, and was based in China, Australia, and Hong Kong. Over his 23 years of involvement in the infrastructure sector, he has worked on various opportunities across various infrastructure sub-segments.

    Ph.D. Director, EDHEC Asia Pacific Director, of EDHEC infrastructure Institute (EDHECInfra)

    Frederic Blanc-Brude, PhD, is Director of the EDHEC Infrastructure Institute and EDHEC Asia Pacific. He is an economist specialised in unlisted investments, from private equity to infrastructure, real estate and other direct and long-term forms of investment.
    He holds a PhD in Finance (King’s College London) and degrees from London School of Economics, the Sorbonne, and Sciences Po Paris. He also represents EDHEC Business School on the Advisory Board of the Global Infrastructure Facility of the World Bank.
    Dr Blanc-Brude contributes regularly to academic research in connection with unlisted investing through EDHEC-Risk Institute and peer-reviewed publications, institutional papers, industry magazines and the financial press. He also contributes regularly to the regulatory debate on institutional investment and banking, in particular the treatment of project financing in risk-based regulatory frameworks.
    Dr Blanc-Brude also has ten years of direct professional experience in the field of infrastructure finance, including an active involvement in transactions representing a cumulative value of more than US$6bn in Europe, Asia and the Middle East.

    Giulio De Carli

    Founder & Managing Partner, Architect of One Works

    Giulio De Carli graduated in Architecture at the Polytechnic in Milan and is one of the Founding Partners at One Works. He has over 30 years’ experience in masterplanning, planning and design around the world, and has demonstrated an exceptional commitment to his clients throughout his career.

    With a great passion, he specializes in the planning and design of transport and aviation related facilities and infrastructures, providing consultancy to airport operating companies and industry related clients, as well as public–private partnership (PPPs).
    Seen as an expert in his field, Giulio De Carli has delivered a number of high profile projects including the Masterplan for the Italian Airports Network commissioned by ENAC (Italian Civil Aviation Authority), detailed design for seven new underground stations for the Doha Red Line North Metro and the complex expansion of Venice International Airport – where intermodality (based on a feasibility study co-financed by the European Commission within the TEN-T European program) and the design of public spaces is increasingly becoming a primary focus of the expansion.
    As well as working on several airport masterplans and passenger terminal upgrades and extensions across Italy, Giulio is currently working on: two flagship stations for the new Riyadh Metro development; the expansion of Riga International Airport and the highly anticipated Rail Baltica HSR Riga Airport Station in Latvia. He has also recently been shortlisted for the expansion of U-Tapao International Airport and the design of a new mid-field terminal building for Barcelona International Airport.

    Giulio De Carli has also published a book titled ‘New Airports’ and is a recognized keynote speaker in the European Transportation market with his enthusiasm for the integration of good design and the latest in technological innovation.

    Managing Director of Head of Power and Project Finance Asia Pacific BNP Paribas

    Currently, Bruce is the Head of the bank’s Power and Project Finance business in Asia Pacific. Prior to coming to Asia, he worked in the project and acquisition financing departments of the bank in London and Paris. He is a graduate of Harvard University and has an MBA from London Business School.

    During his 25 years in Singapore, Bruce has been involved in numerous advisory and arranging assignments in the power, infrastructure and natural resources sectors in the region.
